Certain words and actions are prohibited from being used on certain websites and forums, known as a “blacklist.” This implies that people cannot leave comments on the website or forum or use words that are blocked.

All they are is the antithesis of one another. The remaining entries are automatically whitelisted, meaning they are still accessible, when you blacklist certain entries. Additionally, the remaining entries are immediately blacklisted when you whitelist particular ones.
